Nolan County Jail Corporal Awarded Jerry Baggs Memorial Scholarship for Leadership Academy

We are pleased to announce that Corporal Jerry C. (JC) Watts of the Nolan County Sheriff’s Office Jail Division has been awarded the Jerry Baggs Memorial Scholarship to attend the National Jail Leadership Command Academy (NJLCA) at the Correctional Management Institute of Texas, Sam Houston State University. The scholarship covers full attendance and supports Watts’ leadership development.
NJLCA offers advanced training in jail leadership, policy, inmate management, and crisis response. The competitive scholarship recognizes jail professionals with leadership potential and commitment to correctional best practices. Watts’ participation will bring updated strategies to the Nolan County Jail, enhancing safety, operations, and staff development.
“This is an honor and a responsibility,” said Sheriff James E. Villanueva. “Corporal Watts’ dedication will benefit our facility and community as he applies NJLCA training to improve leadership at every level.”
Watts focuses on supervision, inmate welfare, and operational readiness. NJLCA’s curriculum—leadership theory, legal and ethical issues, classification and reentry planning, emergency preparedness, and staff wellness—aligns with the jail’s priorities. His training will help mentor staff, refine protocols, and implement evidence-based practices that reduce risk and support rehabilitation.
